By decision and order dated April 6, 1998 (249 A.D.2d 295) the Appellate Division, Second Department, reversed the order of this court dated April 7, 1997 which had denied the Town of Oyster Bay's motion for a preliminary injunction. The matter was remitted for reconsideration and a hearing was held on July 14, 1998.
