¶ 1 The issues in this appeal are (1) whether the plaintiff taxpayers have standing to bring a suit for declaratory judgment against a school district, and (2) whether the superintendent's contract entered into on July 2, 1996, and covering the 1996-97 and 1997-98 school years violated section 26, article 10 of the Oklahoma Constitution.
