Savage, sued the Defendants, Judges Weaver, Reinke, and Garrett, Commissioners of the Juvenile Probation Boards of Bosque, Comanche, and Hamilton Counties, Texas, alleging violations of the First Amendment to the United States Constitution, enforceable under 42 U.S.C. § 1983, and the Texas Whistleblower Act, Tex.Rev.Civ. Stat. Ann. art. 6252-16a, § 2(Vernon Supp.1992)(repealed)...
