In 1997, the Waco Independent School District Board of Trustees ("WISD") adopted a new policy regarding the promotion of students in grades one through eight. To be promoted under the new policy, students must demonstrate proficiency of the subject matter of their respective grade levels by maintaining a passing grade in each of the pertinent subject areas and by receiving a satisfactory score on one of two standardized assessment...
