GROSSE, Judge.

William Stoops, employed as a "special policeman," but whose listed and actual duties were those of a park security guard or park ranger, did not meet the definition of "law enforcement officer" required for LEOFF Plan I membership. We affirm the decision of the Director of the Department of Retirement Systems (DRS) denying his petition for retroactive membership in LEOFF I, for his service in the Everett city parks in 1975 and 1976...
