I. INTRODUCTION

David E. Salisbury appeals his conviction and sentence for theft by unlawful taking, in violation of § 20-151 of the Omaha Municipal Code. Generally, Salisbury contends that it was improper for the county court for Douglas County to order that he pay restitution in the amount of $2,577. We note that the ordinances under which Salisbury was charged and sentenced are not in the record before us. For the reasons stated below...
