The State of Louisiana through its Department of Transportation and Development (hereinafter "DOTD") appeals a judgment granted in favor of Todd Caruthers. As the result of a single-vehicle accident, Mr. Caruthers sustained permanent damage to his spinal cord and was rendered paraplegic.
