At issue is whether the planning board of one town has standing to obtain judicial review of a decision of the zoning board of an adjacent town. After a bench trial, a judge in the Superior Court affirmed a decision of the zoning board of appeals of Pembroke (zoning board) on the ground that the planning board of Marshfield (planning board) lacked standing to challenge the decision.
