MORGAN, Judge.

RCW 81.68.040 governs the intrastate transportation of passengers for compensation. It provides in pertinent part:

No auto transportation company shall operate for the transportation of persons... for compensation between fixed termini or over a regular route in this state, without first having obtained from the [Washington Utilities and Transportation Commission] under the provisions of this chapter a certificate declaring that public convenience...
