Hoping to receive the benefit of a downward departure for acceptance of responsibility, defendant Francis Koeberlein pleaded guilty to one count of interstate transportation of stolen property. 18 U.S.C. § 2314.1 However, not only did the district court decline to grant the departure, it imposed a much harsher sentence than anticipated.
