OPINION

RICKHOFF, Justice.

Philip Sheridan appeals an order of the trial court denying relief on his pretrial application for a writ of habeas corpus. He asserts that the prior cancellation of his alcoholic beverage license constitutes punishment and that his prosecution for the conduct that resulted in the cancellation is therefore barred by the prohibitions against double jeopardy.
