Mr. Hendrix, currently incarcerated at Waupun Correctional Institution, seeks a writ of habeas corpus. On June 10, 1997, I found that his claims passed scrutiny under Rule 4, Rules Governing Section 2254 Cases, and directed the respondent to file an answer.
