Appellant was arrested and charged with driving while intoxicated. At an administrative hearing concerning the suspension of his driver's license, an administrative judge determined appellant had been stopped without probable cause. Before trial, appellant filed an application for writ of habeas corpus claiming collateral estoppel barred the subsequent prosecution of the criminal charge because of the administrative determination...
