On October 17, 1985, Officer Michael Ridges of the Prospect Heights, Illinois, Police Department was killed after he stopped three individuals in a blue Cadillac bearing no license plates. Dwayne Coulter, an African-American, was one of the passengers in the Cadillac. Coulter ultimately stood trial and was convicted in Illinois state court on charges of first degree murder (of Ridges) and of conspiracy to commit murder of one Robert Fischer...
