Plaintiffs are five federal workers who were mistakenly permitted to remain enrolled in the Civil Service Retirement System ("CSRS") after the Federal Employee Retirement System ("FERS") replaced CSRS in 1987. The Office of Personnel Management corrected the errors between 1994 and 1996, but plaintiffs claim that the corrections were insufficient to make them whole...
