This case comes to us on certiorari to the Minnesota Tax Court. Pursuant to Minn. Stat. § 278.01 et seq. (1996), relator Carson Pirie Scott & Co. ("Carson") challenged the assessed value of the subject property for tax years 1991, 1992, 1993, and 1994.
