This is a juvenile proceeding in which the State of Nebraska alleges that Anthony G. is a child under the age of 18 years who is lacking in proper parental care by reason of the faults and habits of Andrew L., his stepfather, and Wendy L., his natural mother, and is therefore subject to the jurisdiction of the juvenile court pursuant to Neb.Rev.Stat. § 43-247(3)(a) (Cum.Supp.1996).
