Harris County Appraisal District (HCAD) appeals an order exempting certain properties owned by Southeast Texas Housing Finance Corporation and its subsidiary single purpose corporations (Southeast) from ad valorem taxation. By one point of error, HCAD contends that the trial court erred in exempting the properties because they were not owned by a housing finance corporation.
