Scott A. appeals from an order denying and dismissing his petition for adoption of Abigail M. because of lack of standing under § 48.90(1)(a), STATS., which provides that "[a] petition for adoption may be filed at any time if: (a) One of the petitioners is a relative of the child by blood . . . ." Scott contends that the trial court erred as a matter of law in dismissing his petition on the basis that he is not a relative of the child by blood...
