Claimant received workers' compensation benefits for injuries he sustained to his left hand when he was electrocuted at work in June 1981. In May 1989, the Workers' Compensation Board reopened the case to consider the nature and extent of claimant's brain trauma resulting from the electrocution. Finding that the Statute of Limitations had been tolled as a result of claimant's mental incompetency...
