OPINION

KLEINSCHMIDT, Judge.

The charges in this case arose out of events that occurred when two police officers attempted to stop a car for expired license plates. The driver of the car refused to stop. The officers pursued until the car did stop, and the driver, the Defendant, fled on foot until one of the officers forced him to the ground. The Defendant refused to be handcuffed, squirming and tucking his arms underneath his body. He also shouted to bystanders...
