In 1977 petitioner started working at respondent Hepburn Medical Center (hereinafter the hospital) in the City of Ogdensburg, St. Lawrence County, as a billing clerk. She accepted a nursing position at the hospital in 1981 after completing her nursing education. Each of these positions were covered by collective bargaining agreements.
