On October 19, 1993, Deborah Barrie, sister of Alan Ricks and the personal representative of Ricks' estate; Alice Ricks, the mother and heir of Ricks; and Cheiliegh Ricks, the minor child and heir of Ricks, filed a civil rights action in the United States District Court for the District of Utah.
