On 15 October 1985, William H. Peace, III ("Peace"), began his employment with respondent Employment Security Commission ("ESC") as its Equal Employment Opportunity ("EEO") officer. On 10 April 1991, an incident between Peace and a coworker ultimately led to Peace's dismissal for alleged unacceptable personal conduct.
