Defendant-appellant Nicholas Jackson pled guilty to one count of traveling interstate in aid of racketeering, i.e., the distribution of cocaine, in violation of 21 U.S.C. § 952. The district court sentenced Jackson to 46 months' imprisonment. Jackson appeals, arguing that the district court erred in using the weight of the entire contents of the package, containing 99 percent sugar and 1 percent
