This is an appeal from a judgment rejecting claims of wrongful termination brought by appellants Rudolph Lewis and Clennon Nixon.

Both men appealed their terminations and eventually instituted the instant litigation against various officials of the Orleans Parish School Board, the Governor of the State of Louisiana, and the Attorney General for the State of Louisiana.1 Plaintiffs alleged that Act 79 of 1988 was unconstitutional...
