Plaintiffs-appellants were mistakenly arrested by federal drug enforcement agents at the airport in San Juan, P.R. in April 1993. They filed actions for tort damages against four individual federal agents pursuant to Bivens v. Six Unknown Named Agents of the Federal Bureau of Narcotics, 403 U.S. 388, 91 S.Ct. 1999, 29 L.Ed.2d 619 (1971), and against the United States under the Federal Tort Claims Act ...
