This is an appeal from a May 17, 1995 order of the Circuit Court of Raleigh County which denied Willie C. Catron's petition for a writ of mandamus. Mr. Catron, a substitute teacher, sought to compel the Raleigh County Board of Education to pay him wages that he would have received had he been called in to replace a full-time teacher who had taken a medical leave of absence.
