This case comes before the Court on appeal from the bankruptcy court's Memorandum Opinion and Order entered on April 9, 1996. In its order, the bankruptcy court concluded that a fee assessed by the Postal Service ("USPS") for the administrative costs of a pay order was improperly assessed and the USPS was ordered to return the fee to the debtor.
