Petitioner-Appellant Norman Sweeney currently is incarcerated at Indiana State Prison ("ISP"), which is operated by the Indiana Department of Corrections ("IDOC"). After finding that Sweeney tampered with the lock on his cell door, the Conduct Adjustment Board ("CAB") imposed various sanctions, including the reduction of Sweeney's earned credit time.
