Appellant, the District of Columbia (District), appeals from an order of the trial court imposing sanctions on the District and its attorney, O. Gregory Lewis, pursuant to Super. Ct. Civ. R. 11 (Rule 11) for asserting a claim which it deemed to be barred by controlling legal precedent. The District argues that the trial court erred in imposing sanctions where it distinguished in its pleadings the only appellate decision which might be considered...
