Mary Ann Rounsavall appeals her twenty-year sentence for drug and money laundering. She contends that the government acted irrationally and/or in bad faith in refusing to file a motion pursuant to 18 U.S.C. § 3553(e) to reduce her sentence below the statutory twenty-year mandatory minimum. We conclude that Rounsavall has made a sufficient threshold showing on two separate grounds to require that this matter be remanded to the district court...
