In this consolidated appeal, B.F.W. and B.J.D., two juveniles who are members of the Leech Lake Band of the Minnesota Chippewa Tribe living within the Leech Lake Reservation, challenge their adjudication of delinquency for underage consumption of alcohol within the reservation in violation of Minn.Stat. § 340A.503, subd. 1(a)(2) (1996).
