The City of Rapid City, South Dakota, and Airport Administrator William Bacon (collectively, "the City") appeal a district court order permanently enjoining them from banning Harlan L. Jacobsen's newspaper vending machines, or newsracks, from the Rapid City Regional Airport terminal.
