These consolidated appeals involve the extent of the District's liability for high-speed chases by its law enforcement personnel. We set aside the judgments entered against the District in both cases.

A juvenile driving a stolen car was pursued by Metropolitan Police Department (MPD) officers through the District of Columbia and into Maryland via Suitland Parkway, where the juvenile collided with another car and killed...
