In this land use case, the Pittsburgh Zoning Board of Adjustment granted Irwin Associates, Inc.'s request for variances to the local zoning ordinance. The trial court found substantial evidence supporting that Irwin Associates will suffer unnecessary hardship without the variances and affirmed.
