Plaintiff-appellant, Otis Farley, was an inmate at the Orient Correctional Institution and was working as a plumber's helper in January 1991. While working to unplug a drain at the food service building, appellant stepped on a cover plate for the pot wash, the side of the cover plate flipped up and appellant's right leg fell into the pit.
