This is the second appeal concerning appellant Norm Luloff's attempt to condemn privately-owned land for a public road to his landlocked property. See Iowa Code § 471.4(2) (1989).1 In the prior appeal, we affirmed the district court's order that the condemnation could proceed, but imposed a condition on remand that a deficiency in the proposed route be corrected...
