The Automobile Insurers Bureau (AIB) appeals from a decision by the Commissioner of Insurance (commissioner) fixing private passenger automobile insurance rates. In doing so, the commissioner made an adjustment that accounts for premium overpayments of $176.4 million from 1991 through 1996.
