Xavier Cobblah was convicted, pursuant to his plea of guilty, of one count of conspiracy to possess with intent to distribute heroin. See 21 U.S.C. § 846. The district court imposed a sentence that included the statutory mandatory minimum term of imprisonment of 120 months.
