On April 2, 1997, this court issued a decision and judgment entry in which we discussed the facts and procedure in this case, set forth the assignments of error and ruled that the trial court incorrectly dismissed the entire case on the basis of a ruling on a motion for summary judgment that addressed issues relating to only the Sandusky County Board of Commissioners and the Sandusky County Engineer.
