Celestine Wescott was employed as a security guard at Granby High School by the School Board of the City of Norfolk (the School Board) during the 1994-95 school year. On November 16, 1994, Michael J. Caprio, the principal of Granby High School, suspended Wescott pending final action on his recommendation that her employment be terminated.
