Jeffrey W. Shelton appeals from the district court's order granting the defendants' motion for summary judgment and dismissing his action. Mr. Shelton raises two issues on appeal: Whether he is eligible for coverage under the terms of an insurance plan, and whether waiver and estoppel principles apply to prevent the defendants from denying him coverage.
