This is an appeal by plaintiff Robert Rogers from a district court final judgment in a civil rights action, 42 U.S.C. § 1983, in favor of four Pennsylvania state police troopers who Rogers claims violated his civil rights by arresting him without probable cause and by using excessive force in connection with the arrest.
