The plaintiffs, relatives of the decedent, Lionel Galletti Roque ("Galletti"), brought this action under 42 U.S.C. § 1983 against the defendants, members of the Puerto Rico Police Department, seeking damages allegedly suffered when one of the defendants, Félix Hernández Rivera ("Hernández"), shot and killed Galletti during a fight at a bar.
