This appeal addresses the duty of federal employers under the "reasonable accommodation" requirement of the Rehabilitation Act of 1973, 29 U.S.C. § 701, et seq. We have held it is the burden of the disabled employee who seeks reassignment to identify a position appropriate for reassignment. See Shiring v. Runyon, 90 F.3d 827 (3d Cir.1996).
