The government appeals a sentence imposed on appellee Lee H. Shumard in the United States District Court for the District of Connecticut (Peter C. Dorsey, Chief Judge), arguing that, in sentencing appellee, the district court erred in failing to apply the two-level adjustment contained in United States Sentencing Guidelines ("U.S.S.G.") § 2F1.1(b)(2)(B), which applies "[i]f the offense involved ... a scheme to defraud more than one victim....
