This case, involving an in rem admiralty action against the barge the "Dragon I," was initiated by Beauregard, Inc., an equipment lessor who held a first preferred ship mortgage. Beauregard properly arrested the Dragon I. Following Beauregard's seizure of the barge, several other entities intervened claiming maritime liens, and also seized the barge.
