In this appeal we are asked to determine the propriety of sanctions under FED.R.CIV.P. 11, as amended in 1993, when a motion for sanctions is filed without satisfying the requisite "safe harbor" period and after a court has entered summary judgment. Following a protracted civil rights litigation resulting in summary judgment for defendants on all claims, Defendant City of Springfield moved for sanctions against Plaintiff Stephen M. Ridder's counsel...
