The United States appeals the bench trial judgment finding it liable for personal injury and property damages incurred by Bram C. Coumou. We conclude that the district court improperly predicated liability on the federal extradition statutes, 18 U.S.C. § 3181 et seq., and the Maritime Drug Law Enforcement Act, 46 U.S.C.App. § 1903.
